He was born on July 15, 1957 in Brzeg. In 1982, he graduated from the Agricultural Academy (now the University of Environmental and Life Sciences) in Wrocław. He obtained the PhD of technical sciences in the field of geodesy and cartography at the University of Agriculture and Technology in Olsztyn (now University of Warmia and Mazury) in 1991, and the habilitation of technical sciences in geodesy and cartography at the University of Warmia and Mazury in Olsztyn in 2004. In 2013, he obtained the title of professor of technical sciences.

He completed postgraduate studies in pedagogy of higher studies and real estate valuation, as well as a number of courses, including foreign ones (Switzerland, the Netherlands).

Currently, he is employed as a professor at the Institute of Geodesy and Geoinformatics, where he is the head of the Department of Geodesy and Geodynamics. In the years 2005-2012 he was the deputy dean, and since 2012, the dean of the Faculty of Environmental Engineering and Geodesy at the University of Environmental and Life Sciences in Wrocław.

As part of his didactic work, he conducts lectures, among others: geomatics, satellite geodesy, deformation measurements. He was the supervisor of about 40 MA theses and supervisor in three completed doctoral dissertations.

In the field of research, he deals with in the fields of satellite geodesy, geodynamics, and engineering geodesy. He participated in research work carried out under government programs, research grants of the Ministry of Science and Higher Education, KBN, NCN and commissioned by administrative and economic units of the region, including many times as a project manager. In 2000-2006, he actively participated (member of the Management Committee, chairman of the Working Group) in the works of the European research and development program COST, Action 625, "3D-Monitoring of Active Tectonic Structures". As part of it, he participated several times in short-term scientific missions in Italy and Greece.

He actively participated in many scientific conferences and symposia, including many times he was the author or co-author of papers at international symposia and conferences on a global (IUGG, AIG, FIG) and European (EGU, EUREF, COST) range. Many times he was the chairman of the organizing committee or the secretary of scientific conferences organized by the parent unit (several with international scope). He was one of the co-founders of the cyclical scientific conference: "Czech-Polish Workshop on Recent Geodynamics of the Sudeten and Adjacent Areas", which has been organized 20 times since 1998. He actively participates in the activities of various scientific bodies. He is an elected member of the Committee of Geodesy of the Polish Academy of Sciences in subsequent terms since 2007.

He is the author or co-author of nearly 300 scientific works, including 86 original creative manuscripts, one compact monograph, 166 other publications (announcements, conference papers, popular science articles, posters), 46 unpublished works (reports, expert opinions), one patent.

In 1988, he obtained professional qualifications in the field of geodesy and cartography. He is a long-term member of the Association of Polish Surveyors, honoured with the Silver and Gold SGP Badge. He was awarded many times by the rector of UPWr in Wrocław for his scientific and research achievements and organizational activity. In 2007, he was awarded the national medal: Silver Cross of Merit.
